The Penguin (The bird fixated one rather than a mutated obsessed version) The Conections
Killer Croc (The mutated simpethetic one rather than the current evil SILLY) The Muscle
Riddler (The Brave and the Bold version) The Distraction
Joker (The serious house on a serious earth version) The Eye Candy
Black Mask (As seen in No Mans Land) The Chessmaster

Im thinking more an opertunistic organisation rather than a cohesive single minded group. More Taliban than KKK

Scarecrow, Strange, Catwoman, Riddler, and Jason tod all gown up.

The perfect group to make him regret each and every decision hes ever made.

Joker, Riddler, Scarecrow, Doctor Destiny, Killer Croc, Freeze, Grundy, Killer Moth, Harley, Posion Ivy, Bizzaro, Lex Luthor, Cheeta, Black adam and pretty much every other dc villain Ims ure there isnt a team like that already

Bane
Ra's al Ghul and the League of Assassins
The Riddler
The Scarecrow
Clayface
(Other villains as pawns in their plan)

I can't think of a team name at the moment. But here's the villains that I think should work with each other!

Joker (Leader )
Penguin
Two-Face
Killer Croc

If they can't co-operate they might. Which is why I don't like including The Joker in many organized teams. Doing that is just asking for trouble. In you case, you have Penguin and Two-Face as well. I can see a three-way battle inside the team between Joker, Penguin and Two-Face for control/dominance. That leaves poor Croc sitting there. Come to think of it, how'd they recruit him? Creating an alliance by offering Harley as some food?

I agree it wouldn't work, but I was kind of thinking of that Batman: The Animated Series episode, where all of them were playing poker, they seemed like they could start a team in that episode, but I just didn't want Poison Ivy in it. Also, I'm very sure that Croc would join the fight, if one started. And I'm not sure with that last question, maybe. Or give him some of Joker's and Penguin's thugs, and he might join the team.

I think Solomon Grundy's a villain that wouldn't be in a team, he doesn't look or act like a person who would fit into a super villain team.
